Job Summary
The Export Control Officer is responsible for ensuring compliance with U.S. and international trade regulations governing import activities, export activities, technology transfers, and cross border business operations. This role administers and supports the organization's export and customs compliance programs, ensuring adherence to the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), Office of Foreign Assets Control (OFAC) requirements, U.S. Customs regulations, and other applicable trade compliance laws.
The Export Control Officer serves as the site's subject matter expert for export controls and customs compliance, overseeing export classifications, licensing requirements, restricted party screening, customs activities, and regulatory risk mitigation. This role partners closely with Engineering, Program Management, Procurement, Logistics, Operations, Legal, Human Resources, suppliers, customers, and government agencies to ensure compliant international business operations while supporting strategic business objectives.
Job Responsibilities
- Administer and maintain the company export compliance program in accordance with EAR, ITAR, OFAC, and other U.S. export control regulations.
- Manage import and export compliance activities and ensure adherence to customs and trade regulations.
- Conduct export classifications including ECCN and USML determinations.
- Review international transactions, shipments, and technical data transfers for export compliance.
- Determine export license requirements and maintain associated records.
- Perform restricted party screening and investigate potential matches.
- Manage deemed export and foreign national access compliance requirements.
- Oversee customs clearance processes for inbound and outbound shipments.
- Prepare and review customs declarations, EEI filings, tariff classifications, valuation, origin determinations, FTA claims, and related documentation.
- Maintain export control, customs, and trade compliance records.
- Coordinate with customs brokers, freight forwarders, and logistics providers.
- Audit trade compliance activities and identify process improvements.
- Support audits, investigations, and regulatory inquiries.
- Develop and deliver export control and trade compliance training.
- Monitor regulatory changes and implement policy updates.
- Prepare compliance reports and KPIs.
- Serve as the site subject matter expert for export controls and trade compliance.
Job Qualifications
- Bachelor degree in Supply Chain, International Trade, Business, Compliance, Logistics, Engineering, Criminal Justice, or related field.
- 3+ years of experience in export compliance, customs compliance, international trade, or related field.
- Strong knowledge of EAR, ITAR, OFAC, and U.S. Customs regulations.
- Experience with export classifications, ECCN determinations, and export licensing.
- Experience with restricted party screening and export compliance risk assessments.
- Knowledge of technology transfers and deemed exports.
- Experience with customs entry processes, tariff classification, valuation, and origin determinations.
- Familiarity with ACE, AES, ERP systems, and trade compliance tools.
- Strong analytical, problem solving, and communication skills.
Preferred Qualifications
- U.S. Licensed Customs Broker (LCB).
- Professional export compliance certification (ECoP, CES, CUSECO, or equivalent).
- Experience in aerospace, defense, manufacturing, or technology environments.
- Experience working with BIS, DDTC, OFAC, and U.S. Customs.
- Knowledge of sanctions compliance and anti boycott regulations.
