Job Summary

The Security Officer is tasked with day-to-day responsibility for (military) security as per the applicable ABDO 2017 / 2019 security requirements.  The Security Officer (‘SO’) will be based in The Netherlands and will be supported in these activities by deputy security officers for all sites in The Netherlands.  The SO needs to be appointed by a member of the Fokker Technologies Group Board of Management and will have direct and independent access to the BoM of Fokker Technologies Group BV. The Security Officer has in depth understanding of security requirements and policy frameworks.

Job Responsibilities

  • Develop and maintain policies and procedures for use across the sites in The Netherlands.
  • These policies and procedures need to align and support any higher level policies and procedures regarding Military Security.
  • Draw up, implement and maintain a security plan in relation to the special contracts and the controlled products and data in accordance with the requirements of the ABDO and have this approved by the MIVD;
  • Implementing necessary changes to the security plan within the set period as a result of incidents or revised threat levels; 
  • Regularly updating the security plan on the basis of progress of Special Contracts as well as controlled products and data on site; 
  • Develop and maintain policies and procedures for use across the sites in The Netherlands. These policies and procedures need to align and support any higher level policies and procedures regarding Military Scurity.
  • Draw up, implement and maintain a security plan in relation to the special contracts and the controlled products and data in accordance with the requirements of the ABDO and have this approved by the MIVD;
  • Implementing necessary changes to the security plan within the set period as a result of incidents or revised threat levels; 
  • Regularly updating the security plan on the basis of progress of Special Contracts as well as controlled products and data on site;
  • Be the first point of contact on  behalf of Fokker for the MIVD or AIVD,  representing the Contractor for all security aspects,  being authorised to take the required measures and decisions;
  • Day to day responsibility for the security
  • Supervising the reliability of the security of controlled products or data in accordance with the security requirements as described in the ABDO.   
  • Ensuring full cooperation during inspections, audits and investigations at Fokker by the MIVD or AIVD;
  • Periodically testing the security plan in practice and reporting this to the Board of Management and MIVD in writing;   
  • Maintaining record where and with whom controlled products and data are located and who has taken cognisance of them and when;  Check at least once a year the presence and completeness of registered        controlled products and data
  • Advise with regard to the Marking and Classification of new information;
  • Train security awareness to employees holding confidential positions at the start and during special contracts regarding the ABDO and related responsibilities
  • Provide advise and supervision to employees who are working on Special Contracts, who have foreign contacts or who are travelling to high risk countries;
  • Mediates in international visit announcements in the context of International Visits
  • Seek prior MIVD approval for proposed subcontracting of activities on a special contract;

Job Qualifications

Essential:
•    5 years+ of relevant experience
•    Have to be a Dutch national and employed by Fokker Technologies Group BV
•    Have sufficient autonomy, authority, powers and seniority;
•    Have been screened by the MIVD to the highest applicable level of the Special Contracts that the Fokker companies performs;
•    Have a specialist knowledge of security regulations and frameworks including the ABDO; 
•    Experience in the implementation and maintenance of a security program including training, policies, guidelines and procedures.High ethical standards.
•    Possess expert analytical skills and demonstrates risk and regulatory awareness when support highly complex projects or advising on strategic decisions.Strong research and writing abilities with an accuracy and attention to detail.
•    Ability to lead and influence others to support the development and implementation of the security plan
•    Strong interpersonal skills, ability to communicate effectively to a range of audiences and is able to translate complex security issues for business colleagues.
•    Seeks to understand business priorities and context to tailor business solutions.
•    Self-motivated. Ability to work independently with limited direction and prioritise workload, keeping colleagues/stakeholders informed and managing expectations.
•    Excellent organizational skills, exercises good judgement, and sound decision making even when not in possession of all the facts.

Desirable:  

•  Understanding of security requirement in other countries/ regions, & export control requirements with a legal background.
