About the role

As our Export Control Officer you are responsible for the oversight of sanctions and export control at the sites of Papendrecht and Hoogeveen. This is a full time role and reports into the Export Control Manager. You work closely with the site directors and his/her managers, the business lines and global functions who are accountable for all activities conducted from the sites that might have sanctions and export control implications. Your main focus lies on export control. You will roll out procedures, monitor these and provide training the people on the sites.
You may have subject matter expertise and may support the business globally on a temporary or permanent basis with regard to such expertise.  You are part of the legal & compliance team and will be based in Papendrecht, working from Hoogeveen is also an option. This job requires regular presence on each of your assigned sites. You work independently but are part of a team of 6.


Your responsibilities
You ensure implementation of sanction and export control requirements as reflected in the export control policy and export control procedures at the level of GKN Aerospace, Business Line or Global Functions by managing the design, drafting, implementation, and oversight of site-level procedures, guidance, training and communications including:
o    Inbound Transfers and Classification of Controlled Material
o    Accessing and Using Controlled Material
o    Business Partner Screening 
o    Export Controls Licensing 
o    Outbound Transfers of Controlled Material
o    Export Control Record Keeping 
o    Induction and Training 
o    Risk Assessment, Reporting & Assurance 
o    Investigations and Disclosures

You develop and implement continuous improvement actions to address any issues arising out of investigations, disclosures, governmental visits, audits and identified deficiencies.

You provide oversight and support of employees involved in any export activity.
You have additional roles and responsibilities as reasonably requested by the Head of Export Control Compliance or the Export Control Manager.
You provide expert advice and guidance to the export control function in the area of identified expertise and, where appropriate in consultation with the Head of Export Control Compliance / Export Control Manager.
You implement compliant solutions in the area of identified expertise.
You review and develop in consultation with the members of the export control function, operating procedures within the area of expertise.
What do you need to be successful in this role?

  • You have a working knowledge of US sanctions and export control regulations applicable to the sites.
  • You are comfortable with making decisions and answering questions on sanctions and export controls at a site level.
  • You are able to classify parts and data existing at the sites.
  • You are able to (evaluate and provide information to) submit export licenses for military and dual use goods, including export controlled technical data and technology.
  • You are a great trainer for onsite training for all hands, new hires, and general export overview.
  • You are able to support the investigation of incidents and alleged violations at the sites.
  • You are able to self-assess sites for export control compliance and develop and implement continuous improvement actions based upon such assessment.
  • You effectively communicate export control policies and procedures to stakeholders and ensure they have a thorough understanding of their responsibilities.
  • You have proven experience in advising on a range of technically difficult compliance issues.
  • You demonstrate independence and confidence in decision making, implementation and problem solving; demonstrate the ability to stand by decisions.
  • You have the ability to identify, focus, work on and prioritize key compliance matters without day to day supervision. 
  • You are an effective influencer with strong communication and organizational skills.
  • You are an excellent communicator both written and verbal. 
  • You have experience and demonstrated competence on multi-functional teams working on  export/import issues and driving issues to conclusions.
  • You have a demonstrated ability to develop effective relationships and collaborate with a variety of functional stakeholders at all levels of the organization.
  • You are experienced with working in a geographically distributed matrix organization.
  • You bring a high level of integrity and courage; challenge effectively; deliver tough messages.
  • You work efficiently and finish tasks; dynamic and resilient but demonstrate work/life balance.
  • You adapt and succeed against a background of change/uncertainty.
  • You have a good command of the Dutch and English language verbal and writing.
